One EU Carbon Emission Allowance (EUA) allows airlines or operators of industrial installations in Europe to emit one tonne of CO2 (or an amount of other greenhouse gases with an equivalent global warming potential). As the number of EUAs is limited, removing one EUA from the market increases scarcity and forces airlines and industrial operators to reduce their own emissions.

The removal of one EUA directly and permanently reduces European carbon emissions by one metric tonne of CO2e. This distinguishes EUA from CER, where project-based emission reductions might be canceled by emissions from other activities.
